I think giving the players an option to stop gaining experience from mobs or quests (maybe no PQs) would make the world more vivid and doing quests more interesting. I'm actually playing a custom server of another famous mmo because of the blend between PvE and PvP and I think RoR could benefit from this too
Today you can do many PQ with your friends. Easyones even solo.
You can/need go dungeons every week for Stalwarts stones (currency for special 7d talismans)
You can make hard Chapter 19 PQ far 24 ppl group and Onslaught gear.
You can go this dungeons: Sewers (lvl15+), Gunbad (lvl35+), Hunters Vale, Crypts and Tunnels and Bastion Stairs (lvl40+) for Order side (Similar for Destro)
and you can get lot of good gear, craft materials and fun from them.
PVE is not death. But true Tier 1 zones are bit empty.
But this game is about groups of friends fighting side by side. So join one of many guilds here and your game experience will be pushed to a new level.
If you want to solo you can, but its not easy.
