Any ability giving speed increase, player movement (fetch punt) or negating cc normally comes with a much higher CD then 10 seconds. Most/all lack damage component entirely.
Flee 30s
Punts 10-20s
Charge 30s
TE 30s
Chaotic Rift 30s
Juggernaut 60s
... and so on
(Tactics or moral abilities are a bit different IMO)

Well.. if you want to go by the standard of normally... mdps normally have an inc heal debuff.

Regarding the incoming heal debuff: We talked about it for a long time on live, and at the end of the day, it wasn't that big of a deal if you worked with a Slayer or SW. Pounce is definitely a unique tool, unique to Order and to the White Lion class. In basically any pvp game I've played, that being a moba or an MMO or whatever, the strength of melee was being able to snap to their target and stick to it. It's the reason that most casters complain in WoW pvp currently, melee are nigh unpeelable.
Should Destro have a mirror? Yes I really think so.
Should it be on Marauders? Probably
What I would like to see is a mirror to the Deadly Clutch tactic, maybe replace something useless like Threatening Distraction. So if you use Thin The Herd on a healer, 50% of the healing actually done would heal you.
Final thoughts on Pounce: Having playing White Lion to 86 or something on live, I would much rather have Pounce slow my target than do damage. If they fix Pounce as described in the Borc/SM patch (fix the trajectory and flight time) and made it a slow instead of dealing damage, that would save a global on Cleave Limb anyways.
Would you guys rather have Pounce slow than do damage?

All the things you mention do indeed modify your movement however, all of those are able to be used to get away from the enemy, pounce will only allow you to go towards an enemy, all of you, it puts you in danger.
I mean, is rather easy to point the elephan in the room and not mention that its actually mutilated in several ways and doesnt resemble a normal elephant at all.

- You can pounce AWAY from melee focus fire whenever you are pressured or when you guard has been punted
You can assist better then any other mdps (no travel times, snare immune). Especially on a target your tank has already KD
You can hit fleeing targets easier then any other mdps (other cant)
You can escape being punted off bridges or cliff sides

i want to point out that az can easily change this and has stated that he is down for changing the outgoing to an incoming hdebuff
so this is a non issue

IMHO let's give pounce aoe damage, 10sec aoe slow, small vertical bump that doesn't trigger immune and 75% inc healdebuff (because WL clearly need an inc healdebuff). Let's call it "inevitable pounce". 1.5sec cd. Balanced now, right?
