Assuming all other things being equal, less time spent ranks 1-11 means fewer kills 1-11, fewer drops 1-11 and fewer salvageable items or scavengeable/butcherable corpses putting increased pressure on the crafting market 0-125 or so.

If the amount of time spent in the lower tiers is made smaller, the drops need to be increased or the current insane talisman prices will continue to be the norm and may even get worse.
T3 characters can go back to t1 and 1 shot groups of low level mobs to farm mats.

Free market will fix it

Well the problem of t1-t2 leveling AND economic starvation can be solved by
1)Increasing the drop rate of salvageable green items
2)Increasing the rate at which rested XP accrues
3)Increasing the XP value for non-champion mobs to discourage AoE farm groups by emphasizing solo play

This would allow a player to level his alts on their rested days while also providing raw material to support the economy and an enterprising low level player could farm for their levels and sell the salvageable gear on the AH to make up for the loss of the t3 kill quests' "allowance" as an earlier poster coined it.

@Rmpl
There are also relatively few talisman makers/salvagers high enough level to make good use of the fragments/items

Well I dunno, leveling salvaging only took like 100g and I used AH items exclusively.

Seriously, I have leveled many toons through T2 and the quests promote SCs. Even when it was completely dead in RvR, SCs would pop, due to everyone being pugs tons of kills could be had. Becasuse leveling in this was was still quick, and fun, it was a better alternative to grinding...
I mean. If you get bored to play T2 RvR or SC - then go beat the rat. For me, T2 leveling even too fast ;) . In my evening prime time(EU) I always find WAR

I understand that some people want to quickly T3. But I worry that exp boost really kill T2.

Thanks friend,

for buying up all the cheap low level items so that low low level player have to pay hand over foot like 1g+ for even gale and bloody items from the ah.

Renown gear is good enough. This wouldn't even be an issue if we could salvage renown gear like on live.

Sure, but the option was there, no one had to take the quest if they wanted to stay in T2. The people who wanted to go to T3 had that option, now that the option is not there. Players like me, who want to get to T3 in a fast but fun manner will opt to grind, why? because it is less painful to grind for a couple hours then wait around even longer for SC pops.

When I was asked what was the fastest way to level, I would tell people to collect T3 kill quests and do PvP, Now I can't say that honestly. People tend to do what is maximum reward for minimum effort.

One of the things I liked in Guild Wars 2 was that leveling crafting gave you Exp. If you could make going from 1-200 count for 2 levels worth of exp it could be a way for a gold sink as well as a way to speed up the mid tier leveling stop gap.

Suggestion: every 50 lvls crafted gained give 25% of current levels Exp

1. Level Cultivating/Scavenging/Butchering to 50

Lower ties will never be populated if majority of people will be powerleveling.
What some people refuse to admit is that in pvp game, when playing yourself, you also create a game for the players of the opposite faction. If you refuse to participate in t1-t2 pvp, the opposite faction players will have nothing else to do as well.
Not to mention the infamous original WAR "spiral of death" when lack of players causes even more players to leave the game, which in turn causes even MORE players to leave because they have absolutely nothing to do and so on until a server dies.
