There seems to be some misapprehension. I am less concerned with how many people come to forts and more concerned with creating an environment which encourages people to play and ultimately increases the player base.

This is based on my love for RoR. I would hope newer players can discover the same enjoyment I have of the game.

The RvR quests are meh compared to the 2 weekly scenarios events. Want an event slot items, 99% of the time you have to participate in a scenario. Want renown potions... event scenario...
Nice idea, but in order to get folks to participate, I think you'd have to make the rewards on par with city. Otherwise, Destro NA will continue to lay down/xrealm/refuse to show up in forts to get to that sweet 1* IC.

So in your world there is only one time zone. How myopic. NA prime time forts have been on average around 140 vs 70. It was actually worse before the realm timer on forts. So it would seem your post is "less than truthful" or just ill informed.
LoL, NA has a "prime" time? I didn't know 300 ppl online counted as prime. I don't expect them to balance mechanics or give different incentives so that things are optimal at all times regardless of population. Look at what NA does to cities for more proof of that. I never said there was only one time zone, cool strawman tho.

The fort system works well expecting the forts to be full. Yeah some weird stuff happens when its low pop and ppl abandon them and wait for 1 star city but that all seems player driven. I don't see any good way to have different mechanics for different time zones. Shifting loser/participation rewards has massive impact on people's behavior when the server is populated as evidenced by the pre-fort defense invaders debacle and even the 10 renown per tick flag defense mechanics.

Giving more Invaders for defense compared to how many you get for winning right now would lead to a negligible difference between how many you get for winning vs losing. So if they raise the number for winning that will make winning significantly more than you get in bags, which could lead ppl to try to throw more pre-fort zones to get more easy fort defenses, especially on Order. Keeping loser/participation rewards minimal seems like the best way to keep the campaign moving. Not perfect but as good as it gets given the behavior of players.
