I play both magus and engineer 84rr, both abilities are situational and each has its own pros and cons, you seem to be placing too much emphasis on these abilities, not dying under 2 dps with this ability sounds absurd.
I mean while you cast this keg you can die

atleast one of the two is an instant cast usable on the move in any situation. this alone is way too good to care about any cons. everytime you could need the keg you just can't use it because you have to kite or burst. even in an immobile regen/solo spec against WEs, mdps, you can barely use it and you don't always want to waste 2sec+ on a low heal.
the only times you can use it - after running away from a fight, in a blob backline or 1vX against lowbies or whatever- you didn't really need it in the first place unless you had billions dots on your face.

also correct me if im wrong but tactic Expert skirmisher DOES NOT work on keg?

Just checked and it does not work, this tactic only affects damaging abilities. But even if and where to find so many tactic slots.
