Yes, indeed, cognitive dissonance. Since what they do is make them good in group play, and indeed don't pay much attention to solo. The thing is that DPS healers have almost always been OP in small scale in every MMO, it's in the concept of hot/dot/ranged vs none healing classes that gives the advantage. Its not impossible but harder to balance(shaman/AM are weaker than they used to be).
But Stealth classes dont have to be OP, hence it's a shame that WE in particular never really went under the scrutiny lens of the RoR devs here.
So you hit the nail on the head with that comment, they telling us the game isn't about small scale yet buffing WE in a way that will certainly and mostly be abused and used by these single-target solo WE's feels like hypocrisy tbh, how else to interpret it?

That's what I've been saying throughout this and other WE threads.
It's not just stealth classes that need adjusting; rDPS healers are also overpowered on a 1v1 / small-scale basis.
