Between the people who dont find it fun and how devs actively discourage people from doing scs, it really seems like the logical conclusion rather than a sad outcome.
The current sc population is there either because A) Their gear is only obtainable there. B) The only way to get a fight is scs as they are getting stomped in orvr C) Actively like Scs.
Most premades dont want to get involved in scs because well, there is nothing to get from there, believe it or not, progressing is what keeps people playing and they dont progress at all in scs.
You cant put a set most people dont want between a ridiculous grind and expect the scs to be heavility populated.

For what it's worth, I am not sure what it would hurt to at least give 15/5 a trial. Having been actively involved in group v group, and trying to promote it for years, it is not a number I came up with on the spot, and genuinely think it would serve as a good placeholder while we assess its effects.
If people see groups exploiting it (as per Penril's post),
report them. Also, a biggie:
people looking for the route of least resistance don't tend to join Isha/EC!. Such people will probably stick to the pug and normal SC, happy that they won't have to face as many premades as before. The 6v6 community know eachother pretty well, and there is an element of honour (be it unwritten or otherwise): people caught deliberately avoiding fights would be reported, I am fairly certain of that.
I think it needs to be at least 5 emblems for the loser, otherwise you may as well just queue a normal scenario and avoid the hassle altogether. The intent of this is to both
promote groupplay and
motivate newer groups.
