I dont see why dok/wp are not good as they are. The easiest to play and the best for pugs and against them, while the hard to play st healers grant higher benefits. Buffing single target healers is likely to destroy 6on6 balance since no healclass needs a buff there.
Although I 100% agree that nerfing those healers is kind of risky
