The difference between (1) and (2) are not a change of mind, they were just what you read into (1) and choose to ignore from (2).

Dev diary say that there were 2 options and 1 was chosen months ago. Clearly a thought process behind it. You are playing on words, and as the post is in french, the 'could' is just a traduction. About wipe, as Wargimnir said on his post : staff said multiple times there would not be wipe. And I am not particularly against the wipe, but against the rr50 cap.

I can't read anything about a planned RR50 cap. It was discussed months ago internally.
Back when T4 released there was some discussion about what we should do in regards to level caps, considering we would not be releasing any other armor sets for quite a while. RR50 cap was one strong consideration, and having a low rate of renown uncapped was the other option that we went along with.

It's not exactly forcing you to read between the lines.We’ve got a bunch of cool stuff coming soon*. So here’s the bad news. You know how we’ve been repeating that no wipes are planned currently? We have moved beyond that current position. Wipes are planned, ~Two Weeks™. RoR meme incoming.
When people asked over the past several months, the answer was "No, we're not planning on a wipe."
That's changed, and it's not even a real wipe, just a rollback so we can address the renown system. The initial implementation was slapped into place while we worked on all the other things.
Oh, and if I wasn't clear, we're not imposing a RR50 cap. That was one of the options we could have done months ago.

I don't think that's the intent, and with client control we would be able to shuffle around what shows up on the list. If anything they might be harder to get more than one renown ability at a time.
