Vertical progression in RoR is found in groupplay, and is further bascially unlocked via basic coordination.
Protip: Form a group, set it up properly, get on voice comms, kill things, funnel stuff (meds/embs/seals) into your core players, kill more things - rinse repeat until stuff dies on impact and everyone is decked out, and then: continue to kill stuff.
Protip²: Form a group, set it up properly (i.e.: reliable [morale] AoE + on-demand ST burst, alot of punch, yada yada), get on voice comms, nest your premade inside a pug warband, lead pug warband (i.e.: use as meatshield and for firepower), time the AoE/form assisttrains; kill (i.e.: get the deathblows on) things - drown in lootrolls -, funnel stuff (meds/embs/seals) into your core players, kill more thinigs - rinse repeat until stuff dies on impact and everyone is decked out, and then: continue to kill stuff.
Note: Coordination > composition > gear.
Not everyone wants or cares for the Imp/Over stuff, running with people you know and asking them to opt out of these seals (or emblems/meds for that matter) might do the trick for you.
Competing* with three other groups - and after that with 5 strangers - in PugORvR, up to three groups - and, still, after that 5 strangers - in SCs or the entirety of your realm in soloroam for loot is asinine, especially if you have only very little time on your hands, tbh...
{Abbd.:} *The above accounts for the pug sessions in which one manages to get into a group with a halfway decent dps or just about anything killsteal-savy, or even more importantly: anything that survives long enough to do stuff. I.e.: If you join a pug warband and expect to drown in seals; to go on a lootroll winstreak, and are subsequently disappointed by what looks like a bad dropchance or a evil grind...chances are you don't even have a horse in the race to begin with.
TLDR: There is no 'you-have-to' in pugplay - gear doesn't better your experience in pugplay. If you play in a group, funnel stuff into people if you haven't already.
