Leveling is painfully slow

It was pretty simple :

T1 : ORvR + related quest when active + Scs + Some easy pqs.
When 16-24 : Still ScS and ORvR in T3 when possible or mob killing/quests in T2
When 24 : City quest ( can be done at 12 afaik) + 4 Skaven quests ( the lab is the hardest) + ScS
When 25-26-31 : Some grind, PQs + SCs + T3 RvR. Visit Quests.

Note i have taken Sc quests , RvR quests, etcetc...

Why should killing champs & flipping the Bo should be considered an exploit? Isn't that a core part of what the RvR is about?

Those high-exp / RR reward is owed to the fact of the low T2/3 population (enough BO's are disposable and most times not contested by members of your own realm... + that T3 champs can be easily killed even by low level players).

Tuning the exp of them down would kill the "BO-Champ-Grind", tuning there difficulty up (HP/Dmg) as well. Both would led to a even lower population in T2/3 lakes (1-2 Players no longer be able to grind BO's, WB's lack Players most of the time and exp reward in a WB is not efficient enough to do the grind). People would try to level efficiently in PvE what would slow down the level progress pace and widen the R / RR gap once they hit T4.

I guess that BO farming means grinding the guards without an intent to flip the BO. And this is what the problem is about, since it's a lot more effective in terms of xp than actually roaming and capping things. That's what the devs don't like.

Alright, I agree with you that doing it that way should indeed be considered an exploit.

Although it's pretty hard to tell because if done solo it might take quite a few attempts to actually kill all guards before some of them respawn

The most potential this game has right now is in T4. T1 rvr is camping wc, not much exp. Scenarios, well if you get pop you are lucky man but then you have to win sc because if you loose you get nothing(which is pointless in lower tiers). Lvling through quests, GL with that. Scavens RIP. The only efficient (boring) way is to beg your friends to pwlvl you.

he identified a clear case of exploiting that will be resolved. Being bolstered several levels above the mobs you are fighting, receiving elevated levels of xp based on your actual level, and waiting on the respawns instead of taking the BO as intended.

If fighting were to occur based on these activities (like we fooooolishly hoped) then it wouldn't have been an issue. Instead, it's just another step on the path of least resistance to powerlevel at all costs. These are the holes we will continue to plug, until powerleveling is such a worthless bore, that players actually do the RvR campaign as intended.
