What's up with 35/40 players in T2?

Have this world gone mad? Seen 3 peeps with rank 35/40 running arround t2 RvR zones.

What does it mean you said that you added support for debolstering?

When flagging for RvR in T1 or T2, you will be debolstered to their level if you meet the conditions.

For T1:

- No piece of equipped gear can be higher than 13
- No more than 2 mastery points spent
- No more than 20 renown points spent
- No talismans in gear

For T2:

- No piece of equipped gear can be higher than 26
- No more than 11 mastery points spent
- No more than 40 renown points spent

no, tactics, skills and gears are limited based on the level of the lower tier. On paper the only advantage is that you got gear at each slot while, esp at t1, most chars run without helm/shoulders. Other than that should be ok
