One great day it may come to reality that WAR hits Tier 2. With tier 2 we get Fortresses and "organized RvR". Organized RvR means there will be certain amount of spies present on both sides.
Now we can have both Destro and Order toons, tier 1 RvR is pretty basic, though fun, but it does not need any insanely complex planning. Nor does possible spying lead to wasting someone's masterplan on how to cap Festerplatz. Or maybe it does, but how important is that masterplan compared to, let's say, World's End.
Tier 2 will be different, there will (should!) be pride of having a keep, defending it against all odds or grabbing enemy's keep. If every player is able to switch on his Order/Destro "spy" toon anytime, that may cause much sadness considering Realm Pride (TM) and overall strategy.
What are you expectations of possible solution of that problem?

adding a time limitation between swapping from one faction to another should be enough under my opinion.

Won't work. People will just switch to a different account. You know, cause accounts are free.

For T2 we need good working class mechanics, abilities, tactics, renown abilities and many others. Without it we find only new places of farm new gear and new empty rvr zones. Do not haste.
About both side chars. Now we have low activity. And then at sc you have 10 destro and 3 order its good to have chance to change side. Dont be paranoik. 1st i want see zergs of destro and order, and ONLY AFTER WHAT we start dialog about spyes in rvr.

spies will become troublesome in t4 eviroment only where zone lock lead to city and only there, i wont loose 5 min of my life to spies in t2- t3, PLus it's alredy been said, that there are free account so you can just un log and re log another account etc etc etc
About state of game,even if all t1 map are open, there are lots of things to fix, and those are stuff that need to be fix for all tiers not just t1
party/wb system for first
guild system
renow/carrier points
tactics
melee skills that lost when used
heal/ranged skills that get stuck
loots system
and finaly .....itiems interaction
with out these things working it's better focussing only on t1, with out count every itiem level that must scale anew. And with door that still cannot be open how you suppose to move into keep fight?
We need fix all these issue first, what it can be done it's increase level cap to 15 once carrier and renow are fixed so that we can fully enjoy what t1 can offer

I think if both sides leaders had a total devotion to the public humiliation of any spies, we could just police ourselves.

At this stage capturing Forts will give nothing as the chests are not yet implemented. I have a feeling, that this conversation at this stage is a bit pointless as we are still testing a lot of stuff.

There is no way to stop spying. It simply can't be done. The closest you'll get is to allow some means of same-faction slaying, so that players who other players suspect to be spies can be slain, but this can and will be abused to make mob justice, especially by guilds.
I can't think of any automated checks which would stop a player from spying without being overly broad and affecting legitimate players.
Some basic checks would solve easy tactics, such as logging a low level and moving them into the zone to read global chats, but for a truly determined spy who is willing to "play" in order to report to others about the movements and chat of the opposite faction... there is no defense.

It's a good point that free accounts will make the faction timer useless. I think it will definitely pose an interesting challenge for later development. Is it possible to use IP addresses to assign a timer rather than account credentials? This is much simplified example (so maybe not helpful) but I've seen online voting systems that won't let you vote more than once from the same device and even ones that won't let you do it twice from the same internet connection (I live in a city that does a lot of best-of contests haha). So maybe something akin to that maybe be a possibility? Idk enough about those types of systems to know if it's applicable to our account system.

IP-based bans or restrictions can be evaded. We have this problem with pirates on our UT2004 servers - we have to make some more intrusive checks to verify a player's ID, as pirate players use the same GUID. IP-based bans were circumvented, once so badly that we had to ban an entire country as a temporary measure. Something similar would be required, and may still be vulnerable to circumvention by the technically minded.
