PQs and Ruin Set Pieces

Do all T4 PQs have a chance to drop Ruin fragments, armor, etc... or are there only specific PQs that do this?

Gold bags = 100% a piece of ruin set.(Check my PQ list/s for more details about Loot bags and Loot bags drop rates!)
Purple/Blue/Green/White bags = Ruin fragments.
