Is phosphorous shells bugged?

Just got it and for some reason, it is usable only once then afterwards it gives me the message, "you have to be higher level to use this" then when i go into a scenario it works fine, scenario finishes, problem returns, are the devs aware of this?

Its an issue with the client. The skill used to be at 13pts, so doesnt understand that you have can have it by lvl 25ish. You'll have to wait for some more levels

ah ok yeah that is weird, was snipe really that bad they had to swap the skills?
