This is a ability in a Mastery tree that's based on AoE dmg. The ability in it’s current form can only hit 1 target every ICD. Considering it shuts you down from using any other attack while channeling, stops auto attack from happening, can’t proc effects, have no control on who you will damage and have a long cooldown makes for an incredible weak ability.
Suggestion:
Makes the ICD on the target that was dealt damage by the skill rather than the ability itself, similar to how On Your Guard or it work.

I agree with this, it seems like a sensible change. I remember practically never using this skill on live due to its woeful dps.

As I was always thinking about those skills, I imagined them as a perfect ones to be modified to be gap closers a bit.
1st, we need to consider if they should do damage mostly, or be an utility ones.
If we think about damaging, then they should proc effects, have their base dmg increased a bit, could crit AND, work against ranged attacks too, as it currently isn't.
Considering utility, 1st scenario I was thinking is - with every application/hit taken, recover a small amount of hp - 100-150,
or
increase dodge/disrupt rate.
I thought about those, because animation looks like the wall of quickly moving axes, making choppa/sl harder to hit through.
If we would think about a little gap closer (as those classes desperately need that, even though there's charge and RD). Then make it as every application would snare a target by 15-30% for 3s.
Since it isn't a self buff lasting 10s, and it is a channeled ability with long cd, it has to be considerably better and useful.

pointing out that while i dont see anything against an external CD put on the target instead on the user, nothing was said about targert cap, dmg is not very high; so either increase the dmg or leave it cap-less if it have to be fixed this way

As a level 40 skill it should be something very powerful and useful, and no one is using that skill at all because the swinging axes for 10 seconds makes it impossible to use any other skill.
Instead, increasing evasion from distance attacks sounds very interesting.
