Issue
Daemonic Withering & Coordinated Fire both increase damage to target by 15%. It's incredibly powerful, but more times than not, you will get your ability (Withered Soul/Signal Flare) disrupted. You then have to wait 20 seconds for it to become available again - assuming it won't disrupt again, or that the target isn't already dead - and are thus running around with, essentially, 3 tactics.
Why is this an issue?
You are giving up an entire tactic slot for one DoT, a dot that is on a 20 second CD, and with recent changes the DoT is cleansed a hell of a lot (especially against key targets, such as healers). There are a plethora of other tactics one could be using over it already, so it needs to be a guaranteed & reliable DoT if using the tactic.
Solution 1
Simple: if using 15% dmg tactic for respective career, the DoT should now become undefendable. A whole tactic designed around a single DoT should make the DoT exempt from 'normal' rules of evasion.
Solution 2
Keep the chance to be disrupted/blocked/dodged, but reduce the CD of Withered Soul/Signal Flare to 10 seconds if tactic is slotted. This would allow you to swap targets more often (a 20 second CD doesn't usually function well in fast-paced PvP environments, where target swapping can happen every few seconds), while keeping the ability defendable via normal evasive means.

The problem put forward surrounding Daemonic Withering & Coordinated Fire is quite correct. The number of occasions for this to be disrupted is such, it undercuts its use. For practical purposes it is like playing with only three tactics. The proposed solution would serve to justify using a tactic slot.

I feel we are in a bit of a dodge/disrupt meta atm and that is a major contributor towards this problem.
The fact does remain though this is a very important dot and a very big damage enabler, I would modify your suggestion though to make it still blockable.
Or to make it only practically undogeable/disruptable so then things like defensive Morales will still work against it.

I love both solution 1 and solution 2.
Solution two gives you more flexibility with targets, but the disrupt is still a big problem. I think either one would work though.

Sorry if this might not follow all of BDF rules, but this whole proposal looks like a band-aid to a broader high-avoidance issue.
In any case lowering CD seems like a more appropriate approach, given the situation, to a mediocre-performing spec, rather than setting a precedent to further making every highly valuable and powerful ability+tactic combo undefendable.

i prefer solution 1 and longer cd since it would be a general dmg increase buffing whole party group and since it can anyway be cleansed even if the application is undefeatable it make sure to have some critical choice involved, if it gone in 10 sec rotation it gona be the numer 1k thing which can be fit in every target swap, this way it encourage longer rotation which is what magus/engi can be based and less standard targed swap-dot-bust + repeat 10 sec rotations.

Shorter CD sounds good. The long CD always bothered me since it can easily be cleansed away aswell.
Undefendeble skills are just way to much of an advatage and can bypass so much of stuffs like morales and renown investments.

Changing to undefendable seems wrong, this totally mitigates other classes and players investment in disrupt. The disrupt may or may not be to effective but that is another change request which is global for all classes.
To give away undefendable to anything that suffered from disrupt is not a good direction I believe .
