Chosen Orvr roaming build

Hello,

I would like feedback on the following build hereunder. Basically a utility/cc SnB build with its main damage component being spirit attacks. Gear is more offensively focused with block and parry in renown.

Is it any good? Also do suppression and mixed defenses stack? How is the damage of touch of palsy in RvR alongside with ravage spam while spirit debuff aura is maxed?
