give conqueror on gold bags before 51

the old system that gave conqueror for players rr low was great for me, people was encouraged to play more the char and level on pve once hit rr45 to use the conqueror, and make difference on the rvr lake, right now its really frustrating to get a gold bag on rvr when your rr38-40 and a useless item comes in it, and the only option is officer medallions for potions or gold =/

could probably sort this by allowing Officers to be converted into Conq medals either by 1:2 or 1:3 or even 1:4 ratios (that is more Off needed for one Conq) - since the endgame gear has moved on to Vanquishers. Obviously lot of players have few K of Officers and few K of Conq by now unless they total altoholics, but might just make things less grindy for people still struggling to finish their Conq (which after nerfs is barely different from other early T4 sets).

Considering Conq isn't top dog anymore, I see no reason not to have us being able to upgrade Officer medals.
