All variants to BiS 1h/2h weapons

Hello everyone. Among the best weapons for the conqueror emblem for Chosen offence 2h has only an axe; defensive 2h has only a sword; a similar situation with 1h weapon. It is also observed in other classes. At the same time, subjugator/smuggler both species have 2h weapons, but also only one type 1h (axe). What caused this? Is it possible to make all kinds of weapons for each of the game styles? I think the players would like it. Thank you for attention.
