So what is going to be the best way to lvl up as a zealot? I have been looking at the server the last few days and my main playing time will be PST evenings which is when it seems Order tends to do a little better.
I will not have money or gear so this will be a fresh toon with nothing to give him an advantage.
Do I do quests? Scenarios? Kill mobs?
I really have no idea what zealots have to offer for leveling solo, but I did play a Rune Priest before I enjoyed a lot and he was pretty good at soloing.
Any special skills I should look for? I remember masteries a little but it sounds like they have changed. I don't think you get masteries until 20 and I doubt I will hit 20 any time soon but should I build him any certain way to help with leveling?
Any gear I should look for? Quests to focus on?

Most warbands do not appreciate afk players or rogue players that stray from the fight, and so if you follow any of these precautions, you might understand why you are being removed.
As far as Scenarios, there are peak hours for the server which in time you will come to understand as well. This server isn't solely revolved around NA, and if you're NA, playing this game in your free time can be somewhat yet not too far from difficult. There are many options to explore, and if you aren't getting RvR lakes or Scenario pop-ups, resort to questing, PQs, and farming mobs.
Do finally understand that with your post, you explain your sole difficulty with the game. This game does not tamper with many of the other players and it's understanding what was explained above to come to peace with how the game is based. I myself believe this game was purposed for RvR, playing one of the, if not the single-most important purpose of the game. If you find anguish in this or do not like that, I would suggest searching another game.

MAke duo roaming and queue for SCs.
At lvl 31 start farming Ruin gear.
Remember to do some WBs too so u know the drill and get ahead on RR.
