Cannot launch launcher or game

Downloaded via Mega. Unzipped without any issue's. If I try to run game or patcher in folder it won't launch. If I run ROR launcher I get:

Make sure the launcher is in the same folder as WAR.exe.

I have the same problem, but my launcher is in the same folder as the WAR.exe.
No idea what to do.

Read the Stickies ...

Spoiler:

Run launcher as Administrator, make sure the FOLDER (not the launcher!!!) isn't set to "read only".

This can be done by right clicking the game folder > properties > uncheck "Read Only" > OK.
