This has nothing to do with the faction ratio as a whole.
Five minutes later and it could be 10/90.

I know how the display works but seeing so many online on just one side reminded me of the ridiculous floods of destruction players in the beginning. Was hoping to never see that again. Though, this time it was blue as blue can be. Think, Erengrad had a blue wave after Helmgart got closed.

Having played for a while now, generally both sides are balanced; with Order having more players online at various points throughout the day, and vice versa.
