[Chosen] Hastened Dismissal tactic bugged?

Description of the tactic says it reduces cooldown time of repel by 50%.
Cooldown tooltip of repel on the hotbar does change from 20s to 10s when slotted.
However, effective cooldown is still 20s.

Intended? Bug?

It only affects 2H. Tooltip not updated.
