Does Diminishing Rations still do anything?

I noticed the debuff pop up at a couple recent defenses, but I couldn't figure out if it was having any concrete effect on me or the other defenders or the keep itself, and all previous references to it on this forum seem to refer to an older iteration of the RVR system that's no longer in place.
