5* city lose = 1 crest per stage if lose?

Since when was this implemented? Havent noticed getting only 1 crest per stage (3 in total from entire city) when we lose all 3 stages before.

I had 27 crest before city and just got 32 on the end. 1 per each stage + 2 from 1green bag.

I also noticed this, but 5 stars Altdorf happen so rarely (I don't even remember when it was the last) all the time a continuous IС, and in the IС when the lesion is exactly more than 1 crest.
