[SM] Blade Enchantments and Ensorcelled Blow

I was wondering if any of you know it the blade enchantments have internal cooldown or are blocked from refreshing themselves?

The second subject is that i think that basic stance skill Ensorcelled Blow is supposed to proc your current Blade Enchantment, and it's not doing it. Is this a bug or does this attack have the same chance of procing Enchantments as any other?

Dot proc tactic dont proc but the attack proc. On m'y lvl 13 SM it proc sometimes but it's only 25% of a mono target attack si better use AOE to be sure to proc

From what I understand procs will not activate another proc. It would be interesting if people know of exceptions.
