Crossrealm Timer bugged?

I was playing for about 3 hours on order, didn't swap to destro but wanted to check my mail on my main on him, but it gave me an order timer of 89 minutes. I then just logged onto another order alt and played for 30 minutes, but then i logged out and the timer had reset to 89 minutes.

Had the same happening here.
Tried to check the last 2-3 patches for anything mentioning anything done to the lockouts, but couldnt find anything mentioned.

Just wanted to claim the twitchdrops on destro, but constantly the orderlock refreshed.
