New user - Launcher error?

Hi, I just joined on a friends recommendation. Unfortunately I've run into an error with the launcher.
I am running as administrator, no firewall, and the launcher is in the folder with the .exe
This is the error I get:

Your WAR folder may be set to Read-Only, or WAR.exe could be blocked. Check the folder and file properties for each.
