Where's my 'Second Swipe'?

Running gift of monstrosity on Mara. For most of my attacks, I can easily understand where my damage is going/mitigated/adsorbed (orange combat text). The only exception is flail. This is supposed to provide 'second swipe'. I can never see any new damage. There is no inference that is % based. If it is included as part of the first attack then damage is very low. What am I missing?

Tested in T1 just now. Flail hits twice, shows up as 2 hits in the combat log. There's a delay between the first and second hit (half a second ish).

This was 2 uses of Flail while mashing the key. 4 hits in total:
