For weeks we can noticed growing unbalance between factions. As we know people/players deciding about faction size so there should be considered more drastic adjustment.
Change in aao:
- for faction with aao - nothing to change
- for zerging faction:
0 - 40% - no penalities
60 - 100% - rewards, drop, renown reduce in range 50 - 60%
100 - 140% - rewards, drop, renown reduce in range 80-90%
160% and more - no rewards (just count to quest)
Maybe my numbers are too high but increasing rewards reduction can balance the situation because now people prefere to zerg without any effort because its more efficient way to gear up

I dont think rewards should ever be reduced, why punish players that play the faction/side they want to play. it should strictly be incentivize the outnumbered faction such as heavily buffing rewards (more than currently),or buffing/debuffing stats, kind of like the zerg debuff in LOTD. There are tons of people that would play there ork or dwarf even if they had 2000% aao and would not switch sides for the world, so punishing them for simply playing the race/class/faction that they like to play just doesnt make sense imo.

2 cents idea:

0 - 40% - stats 10%worse
60 - 100% - stats 20%worse
100 - 140% -30% worse
160% and more - hard cap to 30 and now in this situation RR greatly reduced
