Transfer force bugged on my archmage

Hello, I'm just leveling an archmage (level 14 actually)
Since I got the "Transfer Force" Spell at level 11, I never could use it.
If i click it in my skillbar i have this error message " Votre niveau actuel est trop faible pour utiliser cette aptitude !"
Even in the skill book I have this written in description on the spell ( in grey under the description) : "Vous ne pouvez pas utiliser cette aptitude à votre niveau."

Can someone help me with this ?
Do I have to reinstall the game ?
I hadn't install any addons at all right now.
