Keep dissipating energies at like 10-15seconds

At 5 stacks. Obviously atm it is out of control. But 7 seconds with 5 stacks it really has no impact on fights at all.

I really wouldn't mind the cd being raised. I would be happier having stronger cooldowns with actual cooldowns you wait for.
