Character name 'stolen'

I have a character named Votann for some time. All of the sudden his name changed to Votann69A259D9 and it says a have to rename because I got a duplicate name. How did that happen? Name was mine already. How can someone get my name and make me change?

If a low level character does not log in for a relatively short period of time, the game releases the name for other players to use.

I have other characters I haven't log, older than this, and their name didn't change
