Priority list?

So just joined up on here today, was tracking another PV server that closed shop. Anywho I followed a link https://github.com/WarEmu/WarBugs/issue ... =is%3Aopen to take a look at what is on the list of things to do and was curious why many class mechanics are listed as LOW priority?? I know getting quests working and all is important but wouldn't it be prudent to get the classes in full working order? I would think having a working class would also help give information on certain quests/npc/and RvR. anywho just figured Id ask, hell for all I know they are actively being worked lol

Quests and npcs don't rely one the class mechanics to work.

The priorities on the issue tracker are not used. Class mechanics currently are top on the priority list.
