I posted this initially in the General Forums, but perhaps here it will receive the attention I feel it deserves:
When Order attacks a Keep owned by Chaos, the Vendors and Trainers (NPCs) on the 3rd floor are level 50+. This enables Chaos to run to the top floor and fight Order from above, using the NPCs as a defense mechanism. Order cannot get to the third floor to attack because the NPCs are lvl 50+ and Order will get one-shotted by the NPCs in addition to the damage from Chaos players.
The same is not the case when Order defends a keep, as the NPCs on the 3rd floor are only level 15-20. When Order attempts the same tactic they receive no defensive support from NPCs, and Chaos can walk up the ramp to the 3rd floor with impunity, as only the Order characters really pose a defense; the NPCs are useless.
This is very imbalanced from a game play perspective, and provides a distinct advantage to Chaos players attempting to capture an Order keep, while putting Order players at a distinct disadvantage as Order cannot possibly live through a fight with lvl 50+ NPCs.
It doesn't really matter to me, or others I've discussed this with, whether Order NPCs are raised to the same level as Chaos NPCs, or if Chaos NPCs are lowered to the same level as Order NPCs. Either way will even up the odds, and each side can adjust game play and tactics accordingly. However, this is an issue that many of us feel is far more of an impact to game play than the description printed on an SC Weapon, or some other mechanic specific to a single class as this affects every class, race, and level of character in T2. This has been reported by me on the Bug Tracker but as of yet nothing has changed.

Yes this needs a fix. It has been around for days, it's a pretty bad thing for sure.

If it's on the bugtracker, do not cross post it to the forums. Whoever's in charge of it has noticed it and will fix it in their own time.
