As a full Sav Marauder, I disagree.
It seems very weak for a 15 points ability, even with 50% more damage.
Dots being defendable (except BaL because why not?), I would prefer another debuff to apply rather than what is proposed.
After all, Savagery tree is about debuffing, and a 15 points ability in said tree should be a strong debuff.
If you're going for an ability this high on a tree, you would lose other precious options to spec, like +25% damage buff or even the +50% crit damage tactic if your RR is not high enough.

solution number one is not even remotely fine....seriusly a 25% dmg increase FROM ALL SOURCE is even getting considerate? magus/engi thread made the tactics so problematic to buff and it just give 15%...
I like Toxos idea of give mara BAL, it is bsically a fixed solution 1 and both wh and mara are from same pairing so it would happen what it alredy do for other classes like for exemple such bw/magus both getting an undefendable skills tactic etc.
you can just slap BAL there rename it, if bal is balanced then it will also be on mara in a build which force you away from middle mastery and is put on 15+1 pt. Tought , the only contraddiction is that mono mutation mke the meccanic not even preset , you just spam skill while mara atm at least require active switching. Idk if make the gamplay even easier would be a step in the right direction. Maybe is not what will happen cuz ppl will still wanna use the swaps post debuff,just write it here as possible issue.

I think my second proposal is much in line with what could be a 15 point ability.
but even with this i actually realize that BAL is much more powerful and is just a 13 point ability.
So it can be cool to have basically a BAL but instead of a dot followed by a big ending hit , this is a big hit followed by a dot
so here comes the 3rd version
Morale 4 from savagery moved to core , use this one put all other morale on a 5mn cd.

Require savagery mutation
35 ap
10 second cooldown
you tear the flesh of your ennemy dealing 250 damage. The wounds begins to bleed in abundance , dealing 1050 damage over 9s.
so basically the initial hit deal damage slightly higher than a Thunderous blow , the DOT part deal damage equivalent to 4 Thunderous blow over 9 s (3 tick)
Keep in mind all damage value are the one from builder , without strenght and melee power taken into consideration.

My idea was to give Mara another strong debuff as a 15 points ability.

Initiative is already here in monstro. Wave of mutilation is init/weapon skill debuff in aoe.

Maybe a def stat remover like -5 to parry,block,dodge, and disrupt?

We already got a -10 % parry and block in brutality stance , non speccable .
What savagery need is a good dot , something like BAL.
A 15 point abilty with high damage as a dot can be quite powerful. Basicaly the 4th iteration of my suggestion can be a very good one. In term of damage output ,it give more than mutated agressor from brut.
