As title says, does anyone use obsessive focus on sorc? If so, how is best to use it?

Personally I don't see much use for it. I probably would without the damage penalty or if the ability reset if the target dies. Or if the ability changed completely.

Maybe if you drop a supp at keep you get a one time keep respawn. Would maybe encourage people to run supps instead of going afk at keep? There was a suggestion somewhere for WE/WH to have an ability that would force a target to have to respawn when killed (can't be ressed), maybe this could be ...
