MAC address detection can be circumvented also (almost as easily as IP addresses). The fact is people who WANT to cheat the system, WILL cheat the system. People would use separate accounts for each faction. It would appear to be a new person logging in and bypass the proposed 30min cool down. Maybe something linked to their IP address. But then even that is easy enough to bypass. Its a tough problem to address and whatever restrictions you implement ...

The original system in RoR was 1 emblem for a win, 0 for a loss. I think the rewards system was changed to 1 for a win (500 points) and the chance for one for the losing side based on their final score. Its something like up to 75% chance for 400+ points.
