I wanna share with You and Developers my solution about RvR Sets. I don't mean that this things could work in 100% but Developers can add it and check it out - if this will working fine then it will stay. =)
1.) Let's first talk about option where all set pieces are for max 26 lvl and require old RR (about 29). Pieces can be bought by Gold or SCOUT's Medaillons. If we imagine, gold and Scout's got almost all here (I mean T2 players) so there shouldn't be problem, because people will have almost all of this to buy whole set. After this there shouldn't be problems with imbalance.
2.) A bit more risking option. Set pieces are for max 26 lvl, require old RR (about 29). Set pieces can't be bought. It will can get them by make RvR mission. In every WC there will stand one "unical" npc which one will give mission to kill (for example) 200 players in RvR. After complete we get one of pieces and we can to start again same mission to get another piece.
I think it's end (for now). Everyone who got a nice think then it's welcome to share it here. I also please Developers to just TRY this options for day or less. If they won't work properly, because there will be again problems with imbalance then it can be again wiped like before.
We can also think to don't share it with players.. I mean, if Developers would add one of this solutions (or your one) then they don't sharing about in on forum or something, just let people find it out alone =)

There is showed problem about just RvR situation, not about sets. Let's make topics clean because id there would be 1000 answers about whole RvR then I don't think so that Devs wouls care about only my words
. They would listen "more important" people than me

Could be nice but level and stats should be incerased to maximum ( to 25 lvl )

- The level required to equip the last piece of Devastator gear has been updated to 29/29. Devastator will be available in T3, for soldier's medallions. It remains to be seen whether that will change; the devs here are always open to community feedback. Please note that the 5-piece set bonuses on Devastator will not work, as we are still getting the functionality for item-granted passive abilities implemented.
- Obliterator will be added to vendors "soon," should be with the next patch. The sets were fixed in time for the last patch, but I was not able to make sure they were in the vendors in time for the release. The full set will cost 60 Scout's Medallions.

If oblit has no set bonuses their not worth using due to better stats on ench/sentry
Also I don't know how the devs plan on doing lvl caps for t3 but I can say right now that if t3 is just deva and anni then dow the line new players will get boned if they go into t4 and have to face conq, invader, warlord and sov geared players
The way you guys are tiering only works if we have more stuff besides rvr sets like dark promise, sentinel etc and that's not gonna happen for a while and even then I prefer the 1.4 changes where rvr sets became king and had over lapping tiers

Obliterator does have set bonuses. The 2-piece bonus is +27 to a stat, and the 3-piece bonus is +1 to a mastery tree. In Live it was +2 levels to a single ability, but as of now the functionality for those types of bonuses are not yet implemented, AFAIK. Instead, it was thought a fair trade would be to add +1 levels to the whole tree which contained the previously-buffed ability. - While I am not 100% certain how we are going to divide the levels (polls show a majority of the community wants 22-31), I would not expect annihilator in T3.
- We haven't even discussed as a community and certainly not internally, what kind of system we want for gear acquisition in T4. I would not expect to be facing Devastator vs. Sov any time soon. Regardless, we haven't even finished T3, don't worry about T4.
RvR sets always had higher itemization than the corresponding PvE sets, their focus was just different. I know Stacking set bonuses from multiple sets was an important facet of optimization in tiers 3 and 4, and I'm very interested in making that possible again.
