Are there a great many "Floppy Hats" availible for empire characters? If so, where could one find them?

Makes me wonder though: if the server keeps on growing like this, maybe in the (far) future, the devs could consider using the original race zone system in tier 1? that the elves start in their regions, Dwarves/greenskins in their region instead of all factions ...
