If all pre-made groups are Qing ranked then you will hit non optimised groups in a ranked q.
When pre-mades don’t q ranked at all because they have less than perfect set up that is a part of what makes ranked so hard.

imho best option will be to deny soloers for all scs except 1-2 (including event one)
so prems will fight with prems, pugs will play with pugs
but there should be a carrot on stick for groups, thats all

Making the friends list bound to account rather than toon might be a good idea to help with group formation. The highest ranked toon on the account shows as the name and it shows what character is active on mouse over.
