to be more specific, I dont want an advise, or how I should see the rule, more likely how you understand that rule and with that: if you chooses 1. then why there is a specific explaination on what you cant do with the char(...while doing pve/rvr).

This has been discussed before. Mythic used some kind of tool to build item stats, and it values certain stats like Disrupt% and Morale highly.
