You should gauge the situation deducing what the best ability is to use.

Can't remember what game it was in, but it could be similar in that you issue an Afk report, then the player receives a prompt stating they have 1min to become active, or they will be removed from the scenario.

"choosing not to help in the scenario" might be too subjective to judge. ;)
