What about restoring a backup to previous patch where registration form worked just fine?

Have you tried firewall and anti virus exceptions for the game folder, war.exe and ror launcher.exe? Try full system virus and malware scan for any applications that could be preventing it from launching. Ccleaner registry to see if any registry's are altered. The solution you linked was to a problem caused by programs compatibility, but as I said, I can login in my friend's account from my pc but not on mine sadly.
