I don't think it'd make you any more OP for T2 than getting Pounce at 21 or group heal at 20. I thought the whole reason of this "nerf" was to make FA + healing debuff builds impossible.

The PRDPS tactics you want were introduced to fix T4 balance and needs to be viewed in light of all the other tactics and abilities every class gets up to Rank 40.

Also, I don't think that there's currently a problem that needs to be fixed. T3 is currently very much in favour of ranged DPS in general (and dirty, dirty SHs in particular).

They were implemented to fix RR90+ problems, so they should locked until we get to that point.

Instead of dealing with armor stacking, just implement a mandatory tactic to get around the problem.

I wish we got rid of armor pots and talis, that would be my real suggestion.

or make hard caps based on the type armor that character use
for example
heavy armor at 75% mittigation
medium 60% mittigation
cloth 50% mittigation

numbers could be even lower, it just need some testing. That way you will force different archetypes to stay at their armor type by design

Was thinking the same thing, On top of which the tactics made those challenging to play classes more so: having 8 toughness is rough.
