They do not need to be on par with green /blue one, just something to give a range for the prices and or make ppl with low money spent their money there so that ppl that craft want their green or blue one prices to me more competitive. It also would be usefull for new player to learn how potions can help your set up. It could also be done for talismans.
Something similar to lotd talismans merchant. But only with grey level stuff. That way you just prevent prices to go over the stars.
I can't speak for EU time but NA players have a much more difficult time IMO getting out-of-the-economy gear. Lower SC pop rate, greater chance of premade, very little ORVR. I feel that item wiping RR gear is unnecessary, clearing the talismans out of said items would be.
There is a much easier handling a wipe if that is the route that is going to be taken, just wait for Tier 4. Wipe the stock pile of items and Gold under a certain amount, leave RR gear, the talismans in the T3 sets will be irrelevant in tier 4 anyway. This also coincides with my belief that a gold wipe is only necessary before including the functionality of claiming keeps and buying siege weapons. In other words: I don't think a gold wipe is needed until we have consumables in the game that affects the overall campaign. I am copying what I posed earlier concerning the in-game element of making this painful transition make "sense".

The surplus of warmachines that had been made ready for the wareffort likewise has been destroyed, and the realm will need additional funds whenever an army wishes to Requisition these commodities. Each realm makes motions to defend their specialty goods within keeps, in order to keep them safe while the cities are recovering from the razing. Doing this adds a real benefit to keeping keeps defended, and makes keeps a desirable place to be stationed as cities can't be attacked directly, there is no danger for just sitting in your capital.
A fun precursor to this is have warpstone fragments drops, the powerful fragments have been rumoured to be used with duplication magic, these collected fragments are highly valued by both sides vendors because of this rumoured power. This so happens to coincide with the rising of the Daemon Moon . This is indeed an auspicious time.

I would also put mail boxes, and all kill quests inside keeps, but have them relocate to the Warcamp after the keep has been taken. (maybe not all the NPCs, just a couple, some are wounded in the keep take)
