Guild level 15

Hi,

now that we have max level cap of 35, when could we expect Guild lvl15 to be available? (Or some level above that.)

I am not mainly asking, because of guild benefits other than Guild Heraldry. :D

Having full heraldry would be great!

Does it mean that alliance formation has been fixed? we have tried to do it couple of times and failed :(
