This is a group-game (especially in scenario-GROUPS), so you should try to improve the chances of success for your group in a scenario with your contribution (as 2h-tank, melee-dok or whatever)

You can't really expect new players to know how well effective grouping is in this game, when they join a scenario or warband for the first time. Some of them stay solo and clueless up until the max level and never even realise what their abilities are capable of when used in unison with other players. In these warbands and parties, communication is also key. Shouting caps at random players for them to 'rez', or 'guard', probably isn't telling them much. Could always just try PMing them and ask them why they're not guarding, and they'll probably tell you they a. had no idea they could or b. they don't want to take your damage. Then you tell them how important it is for a tank to be taking damage for other players before sending them on their way.
There's no harm in TRYING to teach new players how to play this game by just talking to them 1 on 1 first. Okay, maybe they'll speak in a language you don't understand but in that case just use Google translate.

This 1000%. I honestly believe that if you want a gaurd for your DPS in a PUG SC, try asking politely. I see it quite often, and only a couple times has it been declined. Try something like, "Hey SC group! lets have some fun out there. I'm going straight for XXX enemy char/type/whatever, could you please toss me a gaurd, and try to stay close? Thanks guys!" It works. I know cause I do it with my WH(albeit I rarely play him in SCs anymore) and it does work. Or if you are getting DoTd next to a healer and die, send him a friendly PM. Try the "Hey buddy, don't worry about that death. Looks like you had your hands full. (Enter healing advice here)"
Start with the niceties and politeness. Let them determine whether they actually are a **** or not, then treat them accordingly. And remember that not everyone speaks English, and the chat log clears it's self frequently during combat, so if your PM gets ignored don't rage. As I try to teach the kids, think about what you are trying to accomplish, and then reverse the roles. Would you assist this person in accomplishing what they want based on how they are speaking/treating you?
But intranets and all that...
