Enemy Respawn Rate

Why is the respawn time on enemies so fast? 45-50 seconds?? Its making questing ridiculous as you are constantly surrounded by respawning guys you've just killed. There's no one in line waiting for things to respawn, i've been questing for an hour and haven't seen one other person. So the need for such a fast respawn rate just isn't there.
